Humanity is no longer alone in the Solar System!
A mysterious species that humankind has named 'Flickers', for the way their giant starships appear to blink, has long been keeping watch over Earth. And their not happy! Humanity is too aggressive, too dangerous! But if the humans can be forced to give up space exploration and restrict their activities to Earth and it's moon, that would be acceptable.
And just to give them something to do, as well as remind humanity of the vast difference between a race that's been in space a lot longer than they have, they leave a puzzle for humanity to solve. With a timetable; figure it out within 20 years, possibly only ten, or watch your civilization on Earth start to die.
